I recentyl purchased a PD-110-42-232 together with a matching power supply (12,4 V (measured), 270 mA, stabilized). Until now i was not able to communicate with the board using my desktop computer serial port (checked with a loopback cable und hyperterminal, 9600 Baud, XP defaults). Since GND, TXD and RXD of the connection are also verfied, what am I doing wrong? Could it be that 12,4 V current is to low for operation of the controller and the motor? Onboard LED flashes! Is there a way to reset the board to factory defaults by jumpers settings?

12 volts are sufficient (the TMCM-110 can operate with voltages between 7V and 28.5V). The flashing LED means that the module is running normally. But maybe you have exchanged TxD and RxD? Just try to exchange them.

In principle, a 270mA power supply is enough to operate the module, but not at full motor torque. You should set the motor current (and standby current) to 750 mA maximum. This gives a power consumption of about 3W. Otherwise, the current draw will exceed your power supply rating. This will give you about the half possible torque. For maximum torque, you can use an (unregulated) 12V 1A supply, or better higher voltage, e.g. 24V 0.5A.
